What's happening: : Senegal is preparing for the second and third phases of the Plan Senegal Emergent (2019-2023 and 2024-2031), the country’s reference framework for economic and social development. To provide analytic input to this endeavor, the Government of Senegal has requested modelling support to evaluate sustainable strategies that consider and assess the interlinkages in current and future use of resources. A CLEWs modelling tool will be developed to identify synergies and articulate policy scenarios which consider multisectoral impacts of the Plan Senegal Emergent (PSE), integrating the social, economic and environmental dimensions of sustainable development in policy planning in Senegal. The CLEWs model will be developed in close collaboration with participating institutions and transferred through a capacity building training programs so that an inter-institutional team develops the know-how required for policy-scenario development and data updates. Parallel to this, analysis and support will also be provided to identify and strengthen institutional arrangements that enable collaboration conducive to policy coherence through integrated policies informed by quantitative tools such as the CLEWs approach.
